Shanghai 144 hour visa free and Beijing 72 hour free travel

I am traveling from US to Shanghai staying 4 days in Shanghai then planning to fly to Beijing stay for 3 days, then fly to Hong Kong for 5 days before flying back to US. Am I able to take advantage of the free transit program in Shanghai AND Beijing?
