Do I need Chinese Visa if lay-over is in shanghai with 2 diff terminals for Arrival and Departure

My husaband and I hold a Philippine Passport. We are traveling from Singapore to Japan with a 5-hour lay-over in Shanghai - Arriving at Pudong Terminal and Departing at Hongqiao. Can we avail of the transit visa at Shanghai?

You qualify for the 24 hour free transit facility in Shanghai, no transit G type will be needed then.
