About:72-Hour Visa-Free Transit

10-hour layover in Beijing

I'm flying from the Manila to Canada with a 10-hour layover in Beijing and then a 3-hour layover in Qingdao. Is it correct to say I'm eligible for the direct transit? Can I leave Beijing airport then come back few hours before my flight?

You are eligible. Because your flight involves domestic portions, a 24-hour stay permit will be issued to you when clearing immigration, and then you can proceed to downtown until you get back for your flight to Qingdao.
