Transit in Beijing for under 24h

Embassy of China in Jakarta wrote on their website indonesian citizen can transit china if under 24h, onward ticket and not getting out of airport. Air Asia refused let me and my indonesian boyfriend on the flight becuse they saying he needs visa. But if embassy saying like that, they should let us, yes? I'm confused.
