I am from Romania and I want to apply for Visa in Budapest.

Right now i am proceeding my resident permit, but i need very fast the visa. The final resident permit i will receive only after 2 weeks, after 2 days they will give me a yellow card, that is ok for applying with? Also can apply for same-day service? Thank you! I want 1 year visa.
