ONLINE REGISTRATION UNSUCCESSFUL FOR Pre arrival visa for HONG KONG

Dear Sir
I had applied online PAR for me, wife and daughter online for HONG KONG.
But only for me it was unsuccessful.
please help.
Should i send all documents with application at Hong Kong embassy at Delhi or Hong Kong.
If yes then what should be fees.
