Non-USA non-diplomatic passport can leave Shanghai airport without visa?

Transiting China by air with wife and 2-year-old daughter, 18-hour layover in PVG, and we would like to leave the airport without visas to sightsee.

Daughter and I have USA passports, wife holds a Philippine passport.

My initial understanding was almost all nationalities can leave the airport for up to 24 hours to sightsee without a visa, is that correct? If not daughter and I can enter under 72 or 144 hour free transit, and wife must have regular tourist visa even though in transit and leaving airport less than 24 hours?

If you fly to Shanghai from a country, and then fly to a different country, all of you will be able enjoy the 24 hour direct transit in Shanghai. You can leave the airport to the city for sightseeing as long as you apply for a free temporary stay permit at the airport.

Thank-you Sophia. Today my Philippine passport holding wife will drop off visa application at Chinese Consulate in Los Angeles, and we will see if they process or tell her she doesn't need.

We can't take a chance if she cannot leave the airport so we are applying for a regular visa just to make sure.
