overnight layover in Shanghai

On a overnight layover in Shanghai Pudong without a Visa can you leave the airport by applying for the 72 hour free transit on arrival. Flights are less than 24 hrs stay in Shanghai.

KAD, as the layover in Shanghai is not over 24 hours, you don't need to apply for the 72 hour free transit. You can make use of the 24-hour direct transit policy unpon arrival. To go outside of the airport, you need to apply for a temporary stay permit there.
