layover less than 24 hr in beijin, can we get a permit to get out of the airport?

A Russian and an American citizen, travelling together, have a 12 hour layover in Beijing. can we get out of the airport? or is it better to get a transit or tourist visa for that?Thank you

If you travel like country A-Beijing-country B, you will be able to use the 24 hour direct transit in Beijing. No need to apply for a transit G type or tourist L type then. You just need to apply for a free temporary stay permit inside the airport and then you can get out of the airport.
