I am a Nigerian I have 15 Hours stopover in Shanghei Can I go out of the get a free T Visa at AP?

If your travel route is country A-Shanghai (15 hours)-country B, you will be eligible for the 24 hour direct transit in Shanghai. No tourist L type is needed.
