Can a South African citizen apply for a Chinese Visa in person?

I'm currently living in Taiwan and not able to obtain a Chinese entry permit from here.
Is it possible for me to go to Hong Kong to apply for it?
(I have never applied for one before. This is the first time for me to get a Chinese entry permit.)
