Can a Guyanese national apply for a VISA at the Chinese Embassy in the USA?

My relative traveled to China on a Tourist L type last yr where she got married to a Chinese National. She then applied for a Q2 type at the embassy there but only got a few of months of stay. Her Q2 type will expire this month February. She will be traveling to the USA soon, can she apply for a Q1 type at the Chinese Embassy here in Washington?
