About:Hong Kong Visa Application

My boyfriend is from Congo,we have transit in HK for 10h

Is it possible to apply for transit visa in the airport for going out? Or does he need visa for staying in the airport ?

Theddy, he needs to apply for a transit visa in advance. He cannot get it at the airport.
