what is harbin administrative area ?

I want to visit Harbin Ice and Snow Sculpture Festival using a 72 hour transit free visa. I will fly from Bangkok direct to Harbin then Seoul. I want be able to visit all the city's attractions including the church and tiger park. the 72 hour visa only allows visitors in the administrative area. Can someone tell me what the administrative area is?

The administrative area of Harbin is very large. It includes the urban area and rurual area, counties and townships under the jurisdiction of the city government. Almost all attractions are within the administrative area of Harbin, so you don't need to worry about that.
