About:72-Hour Visa-Free Transit

What is the extent of the administrative area of the transit (Xiamen) city means?

Mexican traveling to Australia with a 16-hr scale in Xiamen. Would I be able to leave the airport to get to know the city? Or that means I should not leave the airport?

It means that you are allowed to stay within the city proper, so you can go anywhere within Xiamen.
