About:144-Hour Visa-Free Transit

Can China be the 3rd stop?

Is the following route eligible for the 144 hours visa program using China as the 3rd country or must China be the 2nd country?

Dallas-Fort Worth TX USA to Hong Kong via airplane and stay for 4days.
Hong Kong to Shanghai via train and stay for 144hrs.
Shanghai to Dallas-Fort Worth TX USA.

Wayne, the route is eligible, but it doesn't mean China is the 3rd country. You depart from HK to Shanghai and then to the US, the US should be the 3rd country.
