Problem finding agencies delivering cash western union shanghai

Hello,
My daughter has arrived in Shanghai for her studies. I have sent her some money by western union (the transfer is ok) but she has a lot of trouble finding a bank accepting to deliver that money. These are banks which are on the list of western union, bank of china, china construction bank, .... but they refuse, saying they don't deliver cash. Do you know any adress which surely will accept to deliver the amount? Most of them close very early, is there any wich is open later? She has to follow her courses at the university and finishes her day to late to go to the banks which close mostly at 16:30.
She lives near the jing'an temple, otherwise she goes near the east norlal china university.
