Hi, it can be ok to go around Feb. 20. The city is actually not too hot nor too cold throughout the year. As your plan, the cloudy days will be the majority as well as several lightly rainy days. The temp shal range from 4C to 20C for a whole day. You can visit the Stone Forest and Dianchi Lake. For shopping and dining, go to Nanping Street.
