24 Hour Exemption for transiting in Shanghai to Hong Kong

Does the 24 hour visa exemption apply if you are transiting from Shanghai Pudong to Hong Kong within 24 hours? It says International flights apply but do they consider Hong Kong an International destination?
Thanks

Doug, if the last country or region you come from before entering Beijing is not HK, you will be able to use the 24 hour direct transit in Shanghai when you travel like that.
HK will be considered as a third region when it comes to the free transit policy.
