Does 144 hour visa free apply to cruise ships

We are in Shanghai for one day only on a cruise and we are Australian passport holders. The shipping line says we need a China visa for the one day visit. Everything I read says we do not. What are the rules for the 144 hour visa free stay?

Hi, according to the latest news, you can enjoy a 15-day visa-free stay in China, but you need to take the land tour with a local travel agency as a tour group. And you should book the tour at least 24 hours before your arrival.
