About:72-Hour Visa-Free Transit

Do Hong Kong and Taiwan count as separate countries?

If I fly from Taipei to Hong Kong and then fly to Beijing before flying back to Taipei would I be able to apply for the 72 hour visa?

Yes Hong Kong and Taiwan are seperate countries and if you fly HK - Beijing - Taiwan you are fine.
But you can't have a stop in HK at return flight from Beijing to Taiwan.
