15 hours layover in Shanghai for Vietnamese?

I am a Canadian travelling with my wife, a Vietnamese citizen. We plan to visit Shanghai during layover time of 15 hours but my wife doesn't have visa. Would she can apply for a transit permit at the airport such as landing visa or visa on arrival (VOA) ?

Richard, if you fly from country A to Shanghai and then fly to country B, your wife is eligible for the 24-hour direct transit. She need to apply for temporary stay permit at the airport in order to leave.
