Are there cabs available at 2.30am at the Beijing International Airport?

Yes, you can still find several official cabs at the airport. The cab stands' locations are the following:
T1: Outside Gate No.1, 1F, Arrival Hall
T2: Outside Gate No.5-9
T3: According to the English signs at PEK
