What is the 50% No-occupancy Surcharge in cabs Chengdu?

I was looking up cab fares in CD on this website and there was a surcharge mentioned for trips that were further than 10km but shorter than 60km. This is a "no-occupancy surcharge" which is 50% of the total fee.

Does that mean that 2 people taking a cab for 20km in day time will pay Y40.4 plus Y20.2 for the no-occupancy surcharge?

Yes, it is right. If the distance is more than 10km and less than 60km, there will be no-occupancy extra fee. When drivers get you to your destination, maybe far away from the downtown, it’s hard for them to get passengers on the way back, so no-occupancy fee is charged to share the loss.
