I'm uganda transiting through 2 shanghai airports with in 5 hrs do I need visa?

No visa is needed. As long as showing your onward boarding pass or ticket, the customs will let you go through the immigration without any problem. But the airports are a little far apart. Do hurry up! Take shuttle bus line 1 or Maglev+Subway Line 2.0
