can my visa Z type help my husband to get S1

i am a lebanese owner of a foreign trading company and has a Z type. can my Z type get an S1 for my husband? does the invitation letter need to be individual or official and authorized from government please?

My foreign husband has a lebanese card residence or lebanese residence permit on his passport.
