I’m afraid you cannot avoid the application fee if you need to apply for a tourist L type.
But the situation will be different if you can enjoy the free transit in China. If you can travel like this US-HK-Shanghai (4 days)-US, or US-Shanghai (4 days)-HK-US, you will be eligible for the 144 hour free transit in China, and then no visa will be needed. When enjoying the 144 hour free transit in Shanghai, you can also visit Jiangsu and Zhejiang provinces.

The best way to avoid higher costs is to apply directly to the embassy, and the standard rate of a visa is $140.
