About:China Transit Visa

Hello, I am flying through Xiamen with about a 2 hour layover:

Singapore-Xiamen-Vancouver and my girlfriend who is Thai is on a similar flight Bangkok-Xiamen-Vancouver.

When I called the China Visa office in Singapore they said that neither of us need a transit G type for our 1-2 hours in Xiamen, yet after booking the flight the airline said that she will need to get a transit G type because "the policy had been changed." I was wondering if anyone knew about these changes or if these is some other reason they are saying she will have to pay?
Thanks for any help!
Brendan

Brendan, as far as I know, your girlfriend can enjoy the 24 hour direct transit in Xiamen if she travels like that. No entry permit will be required then.
You can find the relevant information from the TIMATIC data base and print it out, and then show it to the airlines. Maybe they will let you travel like that without entry permit.
