Hong Kong visa for foreign resident in Japan

Hello

My husband needs to apply for a Hong Kong visa next week. He's a Vietnamese national and a resident in Fukuoka. Could you advise if there is any travel agent that can apply on his behalf for a fee? It's hard for him to have a day off next week to travel to Tokyo.
Thanks
Anh Phan

Anh, I’m afraid he needs to find the relevant agency on his own. But as far as I know, he can post the application to HK immigration department directly to apply for HK entry permit. Here is the postal address:
Receipt and Despatch Sub-unit
HK Immigration Department
2/F, Immigration Tower
7 Gloucester Road
Wan Chai, HK
