About:Visa Policy of China

For US citizens traveling to Shanghai to take a cruise and arriving 3 days before

and doing some land tours , are visas required?

So you will take a flight from the US to Shanghai, and then take a cruise to leave Shanghai for a different country, yes? If so, you don't need the transit permit because you qualify for the 144h free transit policy.
