About:144-Hour Visa-Free Transit

Does HKG count as a 3rd country for 144-hour free transit?

Can I use the Shanghai 144-hour free transit visa in these situations:
1) USA -> PVG -> HKG -> USA
2) Japan -> HKG -> PVG -> Japan

Yes, HK will be regarded as a third region when speaking of the 144 hour free transit policy.
If you transit by either of the above routes, you can enjoy the 144 hour free transit in Shanghai.
