Hong Kong to Guangzhou by train and 24h Visa free entry

Hi! I was wondering, where and when should I apply for 24 hours visa free transit through China, if I'm travelling from Hong Kong to Guangzhou by train, then I have a flight from Guangzhou to Chongqing and I'm flighting to Europe. Should I apply in Hong Kong or just get ready to show every needed documents in train? Thank you!
