About:Transfer in T3 of Beijing Capital Airport

Norwegians can leave Beijing Capital airport when transit?

I am a Norwegian who arrive in T3 and have a 8 hour transit period before i leave in T2. Can i leave the airport to stay at a local hotel in the meantime? Any special rules for us Norwegians?
Forgot to say arrival and departure are both international.

Yes, you can leave the airport as long as you apply for the stay permit at the airport.
Upon landing, please complete the "embarkation/disembarkation card", together with your travel documents, boarding pass for the onward connecting flight and travel itinerary, go to the inspection counter of China Immigration Inspection to apply for 24h stay permit.
