About:72-Hour Visa-Free Transit

Still confused. Please clarify.

So here's my travel plan: Seoul ---> Shanghai ----> Los Angeles.

I will be having an 18-hour layover in Shanghai. Would I be permitted to leave the airport to roam Shanghai without a visa? Thanks!

Any other suggestions is appreciated.
