Can I visit Beijing city on an 11 hour stopover

I am flying with a friend from Tel Aviv to Sydney through Beijing. We land at 13:00 and our continuing flight leaves at 24:00.
Can we get a Temporary Stay Permit at the terminal as 24-hour direct transit and how long will this take?
Is this enough time for a quick visit to the city to see Tiananmen and Qianmen etc.?

Josh, you are eligible for the 24 hour direct transit in Beijing, so you are able to get a temporary stay permit there. After arriving, you can go to the immigration office to apply for the stay permit and it can be processed within several minutes.
Maybe you can visit Tiananmen and Qianmen within 11 hours, but you should go to the airport 2 hours in advance before the flight takes off, and except time you spend on the way and back, you may just have 5 hours for sightseeing. You can find a travel agency and consult about that.
