turkish living in belgium-voa

Question

Hello, I am a Turkish citizen living in Belgium. I wanted to apply for the business visit visa for my flight on Monday 19th September 2016. However, the official invitation letter from the Ministery of Foreign Affairs arrived very late to Belgium. I wonder if I can apply for a VOA upon my arrivel to Shangai Pudong Airport on Monday. Usually, you cannot apply for VOA in Shanghai. You’d better apply for a business M type in advance.If you don’t have enough time, you can ask the company to get a VOA notification for you in advance, and then you can probably get the VOA.
