I need to apply for a Visa to China in France, but I'm from a different country.

Hi I'm currently studying in France but I'm from a different country in South America, so my Visa for France is only valid for 1 year (until september 2017). I need to go to China by the end of the year for two weeks. Can I apply for a Tourist Visa to China in France even tough I'm from a different country?
