Im stuck checking in sfo with cx. They said im not eligible for the 144 hours rule. Hkg is consider a region. Iam carrying a us passport. Help

Dave, according to your travel route, you are not eligible for the 144 hour free transit because you will fly back to HK after staying in Shanghai, but in principle, you should fly to a third country or region. If you fly back to USA directly after staying for 144 hours in Shanghai, you can enjoy the free transit.
