Tin, if last country you come from is different from the next country you will go to, you can enjoy the 144 hour free transit in Shanghai. Otherwise, you need to apply for a tourist L type in advance.

Tin, usually, the VOA in Shanghai is difficult to get unless you need to enter under emergency circumstances.
Actually, if you travel like this Atlanta-Shanghai- (5 days)-HK-Atlanta, you can use the 144 hour free transit in Shanghai. In this case, no entry permit will be needed.
