I'm german citizen and i stay in uk for a few month. can I apply tourist visa how much fee?

I am a german passport holder staying edinburgh for few month and I would love to visit china for sightseeing for 2 weeks. Can I apply china tourist entry permit in Edinburgh or do I have to apply in Germany only? And how much fee for single entry for german?
