About:Transfer in T3 of Beijing Capital Airport

Traveling from Boston, MA to Beijing Capital Airport and then continuing on a flight to Guiyang.

After I clear customs and Quarantine, do I need to claim my luggage and re-check it prior to the domestic flight to Guiyang?

Yes, you need to collect the luggage and recheck them at PEK because it's international to domestic transfer. BTW, the correct procedures are Health & Quarantine → Border Inspection → go through the Entry Frontier Inspection → go to the International Baggage Claim Hall → accept the Customs Inspection → transfer procedures & deliver baggage → Security Inspection →Waiting & boarding.
