L type visa in Boston

We will be traveling to China for 2 weeks in May as part of a long tour through Asia. We are currently still in Boston and have 4+ weeks before we depart and thinking it makes sense to get the visas now. However- we haven't booked tickets in or out of China yet as we are not 100% sure when we will get there.

1. Can we apply directly in Boston without mailing passports and documents?
2. Will they issue visas without showing and travel docs?

Dear, you need to apply for the visa at the Chinese consulate in New York. Mailed applications are not accepted.

If you have booked a tour from a travel agency, you don't have to show tickets and hotel bookings. The travel itinerary and invitation letter from the agency will work. If not, round-trip flight tickets and hotel bookings are necessary.
