Old passport needed ?

i am travelling to guangzhou this 29/8/2016.
as being told by agent old passport required upon submit application.
and if we unable to provide, we cant get our visa.

this is not my first time travelling to china.
i shock with the new rules.
how if we already thrown old passport ??
