Philippine passport for 9u stepover transit in shanghai?

we fly to the philippines en have transit from 9u in Shanghai en wil profit to visit the city.
My wife is from the philippines , can she have 24u visa in the airport?

If so, both of you can enjoy the 24 hour direct transit in Shanghai. You can apply for a free temporary stay permit at the immigration and the leave the airport to visit the city.
