Explain stopover in cities which are not inlcuded in allowed areas

"Key point: The international flights flying in and out of China – from A to China and from China to B – shouldn't have any stopover in cities which are not included in the allowed areas."
I am not sure what this means. Is allowed areas those cities within China? Or within other countries? For example, I am flying from Greece to China, with a stopover in Germany. But it is only changing planes in the airport, not leaving the airport to go into Germany. Is this allowed? (Full itinerary: USA -> Greece -> China (change of plane in Germany) -> USA.

It refers to the allowed cities in Mainland China. Your route is eligible for the 240h visa free transit.
