applying for a China visa as a German tourist in Japan

Hi, I am a German planning to travel to Tokyo as a tourist. From Tokyo I plan to go to PRC. Can I apply for a Chinese tourist visa at the Chinese embassy in Tokyo, even though I am NOT a permanent resident in Japan? Thank you in advance!
