is it safe to take a taxi at night from hehua airport to national park?

Our plane arrives at 21:55 (9:55 pm).  I read that it's about an hour drive from downtown to the national park.  I was wondering if road conditions are safe (well lit, solid pavement, etc.). Also, do taxis take passengers at night to hotels in the national park area?
