About:72-Hour Visa-Free Transit

I am flying from Bali to Russia (Belorussian passport) through the Guangzhou

I will need to pick up my luggage and check in it again, time between the connecting flights - 4,5 hours.
Do I need transit visa and can I get in upon arrival in the airport?

Hanna, a transit G type is not needed because you are eligible for the 24 hour direct transit in Guangzhou.
You need to apply for a free temporary stay permit at the airport and then you can collect your luggage and check-in again.
