About:72-Hour Visa-Free Transit

USA to Shanghai to Japan

I have a 17.5 hour layover in Shanghai before departing to Japan. Can I leave the airport during that time and do I have to take my luggage with me or can I check it thru all the way to Japan.

Janet, you can leave the airport during the layover. If you have a joint-way ticket, it's very likely that your luggage will be transported all the way to Japan. If you have seperate tickets, you may need to collect your luggage when in Shanghai. You can double check this with the airline.
