About:Beijing Capital Airport T3

Stopping in Beijing from San Francisco to Tokyo, what is procedure?

and if so where?3 hour 45 minute layover in PEK, coming from San Francisco heading to Tokyo. Both flights are on Air China. Do we need a visa? Do we have to transfer luggage? Do we go through customs? Are there places to eat in terminal

No visa is needed for your transfer. As you use Air China for the whole journey, the transit can be finished in terminal 3, where you can easily find restaurants and cafes. As I know, you need to go through the customs sample check of hand baggage if necessary. Generally, here are procedures for ur transfer:
Arrival - go through the Transit Inspection (in special passage in the east or west) - go to the International Departure region on Level 2 (T3E) - go through the Security Inspection – (go through the customs sample check of hand baggage if necessary) – go to International Departure Waiting Area - Boarding Gates and wait for onward flight
